Encore crashes under Windows 10

Hi,
I've been forced to upgrade to Windows 10 from W7 due to the new version of Premiere Pro 2019.

After a complete fresh install of Windows 10 and also CC Encore just won't run. It crashes with out an error just after it starts up. I've tried running it in compatibilty mode but that still makes no difference.

Windows 10 is up to date and patched with all the lastest releases.

Any help or advice is verty welcome how to fix this?

If you open Encore and leave it on the old/new project screen, does it crash after a while?

If you change the project name (other than untitled), set the new project to NTSC, or set to Blu-ray, any difference?

Do you have any disks in your disk drive?

You may have already answered, have you uninstalled/reinstalled?

Early on after installing Win10, I had some issues with CS6 programs. At some point they went away.

Encore is running correctly for me on Win 10, 1803, 17134.523.

I did a reinstall of Win10 last fall. No special activity or strategies; after various programs, including PR CC etc, I installed PR CS6; Encore worked fine. At some point, probably troubleshooting the recent issue with H.264 files, I changed it and am now running "as administrator" and in Win7 compatibility mode. So I would try both.

Is there anything in the Windows error log?  Can you see what it is  loading when it crashes - it flashes different things up as the program starts.  What anti-virus is running?
