Error code 0Xc0000142 in adobe premiere CC

When opening Premiere in WIN 11, I get error code 0Xc0000142

Premiere 24.0.3

NVIDIA GeForce RTX 3080

NVIDIA drivers also acting up and I have to uninstall in Safe Mode to have WIN boot up.

Please help.

Hi, thanks for your suggestion, I have checked and Premiere is in the safe list of both windows and Bit Defender firewalls. Any other suggestions?
