error parsing properties list from file

I need helping resolve this issue. Currently I am having the same error message here in 2020. Everytime I try to switch between the panels especially when I try to switch into the color panel I get an error message which says "error parsing properties list from file". Can someone please help.

It looks like you workspaces are corrupted.

Close Premiere.

Navigate to the directory shown in your error.

Trash everything in that 'Layouts' directory.

Restart Premiere - it will rebuild the workspaces.

I am getting the same error but I can't find the Layouts directory, there is no folder there
