Error retrieving frames xxxx at time xxxx

Although this is a recent issue for me, it has apparently been an issue for quite some time for others, on multiple builds with most of the explanations that I can find seemingly blaming the issue on hardware of one form or another so I'll provide my system specs at the end of the post. Other explanations seem to blame the source file or the video equipment used so I'll provide file info and camera specs at the end also. None of the explanations that I can find actually solve the problem.

 

I would like a resolution to this issue, please.

 

Ironically, I can run Premiere Rush error free using the exact same computer and the exact same source file that Premiere Pro can't process without errors.
