Why in Adobe Premier Pro CC 2015 i cant find Essential Graphic ?

here's my screenshot for my Adobe Premier Pro CC 2015.

Because the Essential Graphics panel was added first in the release of Premiere Pro CC 2017. In the 2015 and earlier, it's the Titler that you use.

You can't download 2017.  You can download 2020:

https://www.adobe.com/products/premiere.html?
