Even in Premiere 2020, the Essential Graphics panel / .mogrt files are buggy as hell

I would love any suggestions how to work around this or trouble shoot it.

1 hour on Adobe live chat didn't get us anywhere so far.

Is anyone else finding Essential Graphics completely breaks Premiere / renders it basically unusable, even when you're not doing anything except having the panel visible?

I was trying to follow exactly what you were doing.

You had a created workspace, with the EGP showing a certain folder only, that I take it is the folder you created in the Manage Folders options?

There was something in that folder view when you started, what was that? Does it come from the company you bought the mogrts from?
