I'm in premiere CC 2015 and I upload videos to vimeo, and suddenly after years I get some random error, now matter how big my video is.

"File exceeds upload quota of 0 B" look here >

What if you try to just export the video from Premiere and then uplaod it to Vimeo? Does it work?

Are you able to upload videos manually by visiting vimeo.com?

I think its the issue of Viemo Weekly Quota (which is a cap on the amount of video that can be uploaded to their accounts each week) check here for more information  - Weekly upload quota and total storage limits – Help Center

Tell us more about the issue. Are you exporting video using File > Export > Render Video and getting this dialogue box in Premiere? Or is it in Media Encoder?
