'Export Frame' in Premiere Pro 12.1.2 not creating a file

I have encourntered an issue with the 'Export Frame' (camera icon) feature of Premiere Pro.

It appears to work, prompting me to give the file a name, type and location, but when I click 'OK' nothing happens. No file is generated, and nothing is added to the project.

I have tried deselecting 'Import into project', not amending the filename, saving as a different format, and saving to a different location.

I tried several things, researched online, and followed several online tutorials with suggestions.
Going through my autosaves, it transpired that early on the the project, it had become corrupted, preventing rendering. I tried things like adding the sequence into a new project, but received an error message.
In the end, I tried exporting as an 'EDL' file, just to see what it would do. When imported into a new project, this enabled me to salvage my edits, albeit with stereo tracks split into two separate tracks, and media required re-linking for every instance of every clip in the sequence.

Thanks. I have tried that. It transpires I have a bigger issue. Premiere is also refusing to render my video.
