I'm not really sure how to describe what's happening here or why. I've exported 7 projects prior to this happening. This glitch happens occasionally on the preview video while editing which usually goes away. But now it won't and it even makes it onto the exported video. But not just for a single frame anymore. The entire video. See image attached image.

Usually this is a video card/driver issue. You haven't posted any information your system so it's hard to give a good suggestion, but the all round general suggestion is "update your drivers and make sure your video card is supported".
