That's unfortunately an "odd" thing in Premiere. So how you can do it is ... "render & replace".

 

Select all the clips on the seuquence.

 

Right-click/Render & Replace.

 

Select the codec you want, and whether you want the effects applied to the clips to be processed to the new clip. (I nearly always do.)

 

Include handles, if needed.

 

Then Enter.

 

It creates the new clips, you can copy/move and paste them wherever you need.

 

Select all the clips on the sequence, "restore unrendered". You're back to your
