Face swap effect

So Im learning how to use Premiere Pro but I want to place a face on to one of the clips with no sound you know like you see on NBA or TNT with Lebron crying or Kobe snarling but Im having difficulties can someone show me how or point me to the right tutorial

    That task may be more suited for After Effects, depending upon how much movement is involved. 

    Either way, take Safeharbor's advice, as there may be a bit of a learning curve.

    Is the face a still image or video clip? Can you maybe post an example screen shot for reference?

    For stills, one would edit the still image "face" in Photoshop, making background transparent (alpha channel) and save as .psd or .png format, something that preserves alpha channel transparency. Then in Premiere, just put that image on track above the video clip to superimpose it on background. Adobe Motion effect, with keyframing, could be used to manually track a moving subject. but that can be tedious work.

    So I have the PSD file I just need instruction on how to place it in the timeline or clip

    Please don't take offense, but it sounds like you could really benefit from watching some tutorials on Premiere Editing Basics. One must learn to walk before running. I see this so often - new user wants to recreate some complex compositing/animation they saw on TV or YouTube clip - without having a basic understanding of editing at all - when the effect is usually something better suited for After Effects anyway. Premiere is for editing, and is not especially suited for compositing and animation, though you can do some stuff in Premiere.

    I can't walk you through the entire process. I already said simply place the graphic on a video track above the clip you want the face superimposed on. I can't explain it any simpler. Put the video clip on V1, and .psd above on V2. If the .psd has transparency, the background video clip should be visible behind the graphic overlay. Use Adobe Motion to scale and position as needed. Add keyframes if the overlay needs to follow the moving subject. Don't ask me how to use keyframes, Google it and learn. Tons of tutorials online from Adobe, YouTube, other sources, at no charge. Or Lynda.com is a good paid source.

    You are not going to have success trying to recreate something fancy you saw on television if you don't understand the basics of using the software. Please take the time to familiarize yourself with using Premiere, and as you become more proficient, then you can try more advanced things.

    After you've taken the time to watch tutorials and spent time working with Premiere to learn, and then you get STUCK, then please come back and talk to us, happy to help, but we can't do the work for you. Also, I'm not familiar with the basketball scenes you describe, so without having a screen shot from you as an example, not even sure what you want to accomplish exactly, making it difficult to assist.
