Footage Downscaling in timeline

Hello! I'm currently working on a Premeiere Project with a frame size of 800 x 600. The footage I'm working with is 1920 x 1080 but when I bring the footage from the project window into the timeline it automatically shrinks the footage so it doesn't fill the frame. However the effect controls window tells me the clip is scaled to 100. Wondering if anyone has any ideas how I could trouhbleshoot or fix this? Here are a few screen shots to further eplain my issue. I added a white matte cause part of my footage has black bars.

You can right click on a clip on your timeline and toggle 'Scale to frame size' on or off.

With it on, clips will automatically scale to fit the frame, but the scale parameter will stay at 100%. You can choose 'Set to Frame size' which will adjust the scale parameter to fit your clip.

You can set the default in the Preferences:
