Frame Sampling interpolates frames as in Optical Flow

Steps to reproduce
Insert via drag and drop from project window or via insert from source monitor.
Stepping through the footage (set to Frame Sampling) frame by frame.
Expected result
Every second frame is duplicated -> no frame interpolation
Actual result
Every frame is different (like Optical Flow | depends on footage (see "Video format" - no consistency/no pattern detected)
