Hey SM24monkeys, sorry for the frame substitution issue.
When does this error message appear? While you're opening the project, while you're editing, etc. Please let us know!
Here is something you can try.
1. Save and close Premiere.
2. Find the video file you are editing.
3. Rename that video file (it can be simple, like adding a 1 to the end of the file name)
4. Re-open your Premiere project. It will say the media is offline.
5. Right-click your clip in the timeline and select "Relink Media"
6. Find your file again, the one we renamed.
7. See if Premiere will let you edit normally.
Please let us know how this goes,
Caroline

Hi, sorry for the delay over the weekend!
Can you try the other suggestions in this thread? Use https://adobe.ly/4o9RCxf to transcode your file. After you transcode the file, re-import it into Premiere.
1. Download https://adobe.ly/4o9RCxf
2. Select "Open Source" in the top left corner to find the file that causes the error message.
3. Use the "Save As..." section at the bottom to decide where the new file is going to be saved.
4. Select the Play button that says "Start" to start your transcode.
5. When it's done, re-import the file to Premiere and see if the error message appears.
We hope this helps, let us know.
Caroline

is that a VFR (Variable Frame Rate) footage?
if so, do a Constant Frame Rate encoding on Handbrake
then import it back to Premiere Pro.
