Unfortunately, that will not help the OP at all whatsoever. The OP's system has a Quadro 5000, which is Fermi-based, and is therefore completely obsolete according to both NVIDIA and Adobe. In fact, the Fermi-based Quadros had been EOS'd (End Of Support'd) after driver release 377.83, which was released way back in January 2018 - and that driver supports only CUDA 8.0. Adobe Premiere Pro 2019 (13.x) now requires CUDA 9.2 or higher just to even enable GPU acceleration at all. So the only way to get back GPU acceleration would be to either downgrade the Premiere Pro to CC 2018 (12.1.2) or to buy a newer GPU.

And 411.63 is not compatible at all (whatsoever) with any Fermi Quadro. It requires a K-series (Kepler) or newer Quadro to even install at all.

Is this PC really new or second hand?

Don't think it is worth to buy a new gpu if my information is correct and the CPU is over 7 years old.

As Ann stated, that system is now more than seven years old at this point. And most tech companies these days do not like to support anything that's even three years old, let alone seven years old. As such, if you were to get a new Quadro, then one that will improve performance appreciably will cost you more money than what that entire workstation is worth. As a result, I would not have bought a seven-year-old system at any price regardless of its specs.

Please check if the driver listed in the following link is installed and working.

The Quadro might be too old for Premiere 2019.  The driver is from 2017. Dont think it even supports cude 9.2.
