GPU Acceleration not working

I have been trying to render a video and its using the GPU for encoding. I have tried using V14.9 and V15.0 and same issue. I have the lastest studio drivers.

Update: I gave gotten it to render using the GPU now but only using 45% of it for some reason. I also don't know what I did for it to start using the GPU.
