GPU acceleration required

I am using Adobe Premiere Pro 2020. I am attempting to apply the VR glow affect to a clip. It keeps saying that GPU acceleration is required. In the project settings, I have Mercury Playback Engine GPU Acceleration (CUDA) enabled, but it still doesn't work.

My build uses an NVIDIA GeForce RTX 2080 as its GPU.
