GPU usage 100% while editing

While editing footage off of my R5 in any form (mp4, clog3, 4k120, 4k60, 4k30, 8k30, all-i, ipb) my GPU usage spikes to 100% when im trying to playback anything. The playback is extremely choppy, to the point of being unuseable. This while it is set to 1/8.

 

My pc specs are

intel i9 12900k

RTX 3080ti OC

64gb ddr5

windows 11

adobe scratch disk is a 2tb nvme m.2

 

Not sure if this is a hardware issue, or software issue, but Im not having this issue with other (unnamed) editing software. My whole adobe suite has been struggling even with my overkill pc.

Do you have any peripherals attached ... AJA or BlackMagic boxes/cards/devices? Stream Decks, control surfaces, anything? I know some drivers for those things are driving engineers around the bend at this time causing issues for one user but not another.

 

And looking up the specs, that camera may be recording in long-GOP formats. If so, that does cause massive RAM use as many frames need to be decoded simultaneously. Unlike intraframe codecs like ProRes, DNx, and Cineform, where each frame is a complete image needing only to be decoded sequentially.
