Green line after cut becomes yellow

Hey for a few days ive been searching for this and didnt find anything helpful.
Im pretty bad with english so i will make points to make you understand my problem easely
1)I put video in sequence(Two same videos because of camera and gameplay)

2) I change my Sequence settings (Video) from  3640x1920 to 1920x1080

3)Click render in to out 
and when its done after few hours ill use Razor and can Render againt because my green timeline is now yellow .... after single cut .... its flustrating... sometimes i can edit without this problem but most of the time this will happen please help.

Soooo little update ... i've copy original file and puted in Premiere, render in to out .. and it working how it supposed to ... Premiere has just clearly some kind of problem rendering 1file twice ... Thanks guys for trying to help 😄

Mr. Fray,

Your 4K > HD downscale is what's killing you. If you want a better performing HD sequence, you need to transcode all that 4K footage to HD before you render out. Then all will be normal.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

I got everything up to date ...

I dont understand why everyone ask about my pc specs when its clearly program fault 😄 
I figured out that its only problem when i got 2 video sequences as u can see in Video https://www.youtube.com/watch?v=8GEghu4XwaI V2 causing the problem... And just because its the Same clip as V1 but only croped on camera ... ive try render in to out with different video and it was okay as u can see https://www.youtube.com/watch?v=LK4e5YrDx78  ... now i need to figure out how to render in to out without this problem ...

Are you not able to get any realtime playback without rendering? The yellow bar is not the end of the world, it's pretty normal (especially when you change the size of the sequence in relation to the clip size). What happens if you just try and play it without rendering?

Im using 2019v 
Pc spec:
AMD Athlon X4 (Kaveri/5. gen)
NVIDIA GeForce GTX 960 2gb

HyperX Fury 8gb 2x

 

Its not up to spec so yellow is end of the world 😄
When i play it it soo laggy even on 1/4q and after 10-20s Screen stops and even audio goes off and i need to stop it wait a minute and play it again.
As i said .. sometimes i can cut all i want without making it yellow(except adding something to the video)

It seems like your computer isn't up to spec? Can you give any details on your computer, footage, premiere version etc?
