Has the problem of using rendered effects on exports been solved in Premiere Pro 24.5?

Has the problem of using rendered effects on exports been solved? This does not apply to smart rendering, which essentially consolidates files. If there are rendered previews on the timeline, why are they not taken into account when exporting?
