Hola buenas he intentado utilizar la herramienta pluma en la ultima versión de premiere pro pero no me funciona, no me deja marcar los frames. ¿Que puedo hacer?

If not, do you have sufficient track height in the timeline display to reveal the line?

If you have sufficient height, do you have Opacity selected? Right click on the "FX" box and choose Opacity:
