I don't know what changed, but in the middle of editting a Seqeuence, I could no longer hold down shift to move a clip and have it snap to another clip. It isn't an issue with the snap not being on.

When I hold down shift now, it just locks the clip into place. I can no longer move it horizontally. Now it only moves vertically. I have reset my deault settings, trying different setups, even reinstalled,  but for some reason, it just stopped working. I can somewhat get it to work while holding down shift+ctrl, but I have never had to do this before and I can't find an reason as to why. It is like these weird things keep happing, but I am not changing anything that I am aware of.

Would anyone have an idea on what it could be or how I could fix it? I am on Windows 10

Not either. It was just holding the Shift key. Ctrl doesn't snap.

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.
from here:

If that doesn't work, try creating a new project and import the old one into it.
