Hover Scrub not working at all?

Just updated to PrePro 2019, finally fixed the "no video only audio clips" issue. Now hover scrub has broken. Attempts to scrub (mouse-ever) causes the thumbnail to turn black, both in Media Browser and project windows and bins. I can turn off hover scrub and no more black thumbnails, but then I can't hover scrub, obviously.

I've update GPU drivers and software.

Here's what I'm driving:

Windows 10 Enterprise

Nvidia Quadro K4200

64 GB Ram
