Hover Scrub not working at all?

Just updated to PrePro 2019, finally fixed the "no video only audio clips" issue.  Now hover scrub has broken.  Attempts to scrub (mouse-ever) causes the thumbnail to turn black, both in Media Browser and project windows and bins.  I can turn off hover scrub and no more black thumbnails, but then I can't hover scrub, obviously. 

I've update GPU drivers and software.

Here's what I'm driving:

Windows 10 Enterprise

Nvidia  Quadro K4200

64 GB Ram

Bingo!  Reset prefs all is good and actually scrubbing has never worked so well.

I'm not having any luck with those solutions.  I've reinstalled the software twice and reset the preferences twice.  The situation has actually deteriorated.  After the second re-install, scrub worked in the import tab, but not in the new project in the edit tab.  I reset preferences again and now the hover scrub doesn't work in either tab.  Actually it occasionally works for a bit in the import tab, but it's hardly worth mentioning it. I'm getting a bright green screen for some frames, a bright green and red striped screen for others.  Is there another solution to this problem?  I'm using a Macbook Pro running BigSur 11.7.  Thank you!
