Is this an effect or duplicated masks?
and if it is an effect what's its name?

Omar,

Hi, it looks like you want to create multiple masked images. In Premiere Pro, create one version of this with Opacity masks. Feather generously. Then, duplicate the image for as many of the objects on screen. Position them around the centered image. Would that work?

Thanks,
Kevin

I got it!
It is made with the "Replicate" effect .. The name of this style effect is "Fake Prism Lens Effect"

Is this a video or a still?

It appears to have different perspectives and/or something like the liquify effect in Photoshop on some of the images.
