How can I re-create the "Dream" filter that YouTube has?

When uploading from a mobile phone, YouTube has an effect you can add called "Dream". Is there a way to re-create that effect inside of Premiere? I like the effect, but I don't like uploading and re-downloading just to apply the effect (and loose quality in the process).

Thanks for the suggestion, but that's not it really. YouTube calls the effect "Dream", but it isn't the typical effect you think of. You would probably have to try it out to see it. I think uploading through the mobile app is the only way to access these filters.
