Is the foreground in the same clip on the same track?

Is the foreground stationary or moving?

If moving and on the same clip and track, it may be best to do it in After Effects using rotoscoping.

That video is for CC, the same tools do not exist in CS6.

You would most likely get away with a well  feathered mask in After Effects.

Same clip on two layers.  Create a Bezier Mask (Pen Tool) on the top one. Blur Top Layer outside Mask

Very easy to do in latest version of PPRO. Simple enough  in After Effects but more steps.
