How do I make an interactive contents pane on left of video?

Most of the training videos I watch have an interactive content pane on left. If you have to stop watching the video at mid point, you can exit the program, and then return and start where you left off using the content pane.

Can Premiere Pro do that?

If not, does any app in Adobe Creative Cloud do that?

That's something that would need a specialized app to do. I think Adobe's Captivate program can do that.

Thank you for the response, Neil.

I work for a small, non-profit organization that helps people with disabilities. We have a limited budget. I talked my director into purchased a subscription for the Adobe Creative Cloud suite of products so we could make animated training videos (using cartoon and claymation puppets). Is there really no product within the Creative Cloud that can create an interactive table of contents panel on the left of an MP4 video?
