My video is 1656x1080 and I didn't do any sequence settings I just put the clip in. All the clips are scaled to frame size and when exporting all I did was match match source high bitrate. And there aren't any black bars until I upload to youtube. I'm new to premiere pro so sorry If this doesn't make sense.

1656x1080 is not a standard framesize nor is it 16:9. Hence the black bars.

If you want is full screen set sequence setting to 1920x1080 and scale the image up.

Sorry but no. This is basic stuff.

Start here: https://helpx.adobe.com/premiere-pro/tutorials.html

There is also a Learn tab when opening Premiere.
