How may I dock the new Properties panel in v.25?

I seek to dock this new Properties panel with others I have in a group, Lumetri, Essential Sound, Graphics Templates... but the new panel will not join. Please advise how to do it. Windows Premiere Pro. Thank you...

It works here in v25 and on Windows 11.

When workspaces behave oddly it is often solved by going to Window > Workspaces > Reset to Saved Layout. Try that and see if it solves the issue.

PS. normal method of dragging the panel to the otehr group does not work.
