How to animate a map overlay?

Hi, I am fairly new to premiere pro, and I am looking to create a map and like a wave over it showing German control in like a wave style format any idea on how i can do this, or if this is even possible in ppro?

maybe if you simplify the idea, use dissolves or other simple transitions, you could do some of this in ppro.

a common metaphor in the forums is "driving nails with a screwdriver". You may eventually get the job done but it's a lot more work than using the right tool for the job in the first place, which is After Effects. as for After Effects, bare in mind it's not a software you can dive right into, it will take some time.

I think After Effects is the better tool here.
