How to change transparent background to black?

When I start a new project the default background is transparent and I'd like it to be black. Is there a way to enable that? At the moment I'm having to put black video in, underneath text without video for example, and it clutters up my timeline. Previous versions of premiere had black backgrounds as the default setting if I remember correctly.
