How to delete default preset folders in Premiere Pro? Like Bevel Edges, Blur etc.

Are there any tools/plugins to work with .prfpset files?

1) Is there any way to "unlock" the ability to delete (or rather delete a couple of lines in the code of some file) these default folders inside the Presets folder? (1)

For example, for folders that I created with my presets, it is possible to delete them (2)

2) Also, I would like to know how to delete/move the default Lumetri Presets folder in the main effects window? (3)

And how to create such folders myself? Not just Custom Bin, but Bin with that star on icon with Export mode. Any Preset Bin that you try to create is always created only inside the Presets folder. And there is no way to move it to the main effects window outside that Presets.
Here's the result, how I'd like to see my effects window (4)

P.S: I tried searching for these folders and effects in Documents in the Effect Presets and Custom Items.prfpset file, but I don't find them there because they are not custom, but built-in (5)

As a result, I found them in the Program Files in Factory Presets.preset and Lumetri Presets.preset (6)

I thought that I would be able to change some parameter that blocks the deletion of a folder, like this, but it's set to false everywhere, and I didn't find anything else useful there (7)

I also tried to simply delete the lines in the code that are responsible for these folders, but it didn't work. I also noticed that some plugins come with a presets file that can be added via import in Premiere. I found one in Adobe>Common>Plug-ins from Twitch, changed the folder name in code, made an import in Premiere and it worked. I deleted all the presets inside, added my own and thought it could be used so on, but no.

After making sure that after import in Premiere, a lines of code about this folder was added to the Documents in Effect Presets and Custom Items.prfpset, I moved it to another version of the Premiere to check its performance. It was displayed correctly, near the (main) Presets and Lumetri Presets folders, as I wanted, but also began to have the same privileges... So it can no longer be renamed, deleted, or anything. And it is also impossible to do this through the code, because if you just delete the lines about this folder, Premiere stops using this file... And the effects window simply becomes standard without a single user folder.

So, are there any tools/plugins to work with .prfpset files?
Developers don't make their presets (which fall into the main effects window) through code, do they?

Short answer: you cannot delete the default presets.

You could in the past but not anymore.

You can make your own presets bin.

Thank you! But do you know anything about creating your own .prfpset, that works as the main Presets and Lumetri Presets folder (and as other effects developers do it, like that Twitch etc.)

I need this because the Effects window is already quite inconvenient to use (you can't copy folders, it's very inconvenient to transfer effects to user folders), and there are also such crutches and incomprehensible moments that don't even "Googling" in any way

But in order to work productively, a properly working window with presets and user folders is very much needed! I have already thought that it would even be better to have a separate window with different functionality, to copy and fully export and import conveniently
