How to fix distorted audio Premiere Pro

Hi.  I was wondering what would be the best way to fix this audio?  It sounds like a robot for most of the clip, but I want it to start as clean as it is from the beginning.  I've tried many things (you name it, I tried it,) but they made no difference.
