how to loop a video seamlessly?

im new here and am asking about how to loop a video for 10 second to 8 hours seamlessly?

what is the best video editor software to do that and expert it with no problem?

too many people they make this kind of 8 hours videos on youtube for relaxing and meditation channels ?

Premiere Pro or Premiere Elements will both let you edit a video and export your finished product to a new video file

I do not know of any video editor that will create a looping video... that is done with settings in the player
