This tool is not in premiere pro and is edited by the editor of the video you're watching. If you want to zoom into the playback. Change fit to different percentage of zoom depending on what you want

Oh sorry, i read incorrectly. I thought he meant zooming with the magnifyer in the app to see the words not edited
