What do you mean with "without cutting"? You can import the two clips into Premiere Pro, then select them in the Premiere Pro project panel and drag them onto the "New Item" icon at the bottom of the project panel. This will create a new sequence with the two clips and you can render this sequence to obtain a clip containing both of them.
