how to spread evenly multiple keyframes in premiere pro like in after effects where we select all keyframes and hold ALT and drag last keyframe to stretch

you can't. on the other hand, Ae users don't have the handy Alt key to Duplicate that Premiere has instead. both Teams should sit together and take from each other these useful features!, wouldn't you agree?

Actually, from knowing many of the people, rather than making a wild guess ... they know each other and get along quite well.
They simply do not see the same priorities in the same order you do. Which is nothing unusual. No one sees priorities in the exact same way I do either ... this is called being an individual.
If you check through say the public beta forums, you will see devs responding on things there with users, and of course, see what they're working on now. Do I agree with or "support" their priority list? Frequently ... not so much.
But many others do. They've done well enough that Premiere has several million daily users. No two of whom actually do the same things exactly the same way, it seems. We humans being all over the place.

Thanks for replying to this, i really tried to find the sense in that, but i could not.
If one indivisual already has a complaint, i am 100% that this problem is affecting a large group of people, with all do respect, instead of giving this philosophical point of view of view, support me in making the Designers life out there easier, as it should be!
Deadlines are getting very short when the competition is rising so unifying the commands and shortcuts in all Adobe programs would help a great deal! I use almost all adobe programs even 3D programs, unfortunately trying to get a good workflow or try to bridge between them is not that easy, while this should be very smooth, since they are all in one suit!
for instance you can not find that big of a difference between Autodesk programas they are alsmot identical in terms of commands and shortcuts!

Hey, totally understand the intriguing differences between apps and the frustrations involved. For YEARS I and others have complained over the very different color managment tools and nomenclature between Pr and Ae ... which I hoped would be simplified when Pr finally got more user controls.
And unfortunately, one still needs to learn the nomenclature interpretation regime to be able to set Pr and Ae for the same color management.
But the teams do work very well together, and Pr/Ae/Au are under one boss. When you see them at say NAB they always do a lot of stuff together, though each team clearly has its own ... existence?
They can also give deep engineer-based discussions as to the reason for the differences in behaviours between apps. Which of course ... that's nice, sure, understandable and blah blah blah. As a user, well ... I both understand there are practical things the engineers deal with, but also practical things for us users that create a need for the engineers to get past their viewpoint.
And every once in a while, they do ...

there is a clunky workaround. copy attributes and paste attributes with 'scale attribute times' selected. You might need to use a dummy clip and change it's duration to get the keyframes spaced how you want, then copy and paste them to your final clip
