How to visually separate timeline ruler and sequence tabs?

In premiere timeline window, clicking on the timeline "ruler" puts the cursor at that time. However if you click slightly higher, it takes you to a different sequence because the top portion of this area belongs to sequence tabs and the lower portion belongs to timeline ruler.

 

Oddly there is no visual separation between these two areas by default. They are black with white text.

 

Is there an option to add visual separation? I have accidentally click on a sequence too many times when I just want to go to a different time.

I do not see those white vertical line you point to. How do you turn them on?
