I can't blur frame by frame

Hi. I'm trying to blur (gaussian) every frame manually but it doesn't work. For example I blur a different area in each of the first 10 frames but when I go back to the beginning of the video and play, the blur circle stays at the place of the 10th frame. The program doesn't save the previous ones. This was working a month ago and it also works for people on Youtube videos. But I don't know what changed. Is there a way to fix it?

When I was following videos on youtube, I tried that and it didn't work but after reading your message, I tried it by combining with other things and it finally worked. Thanks very much.
