I can't find Turbulent Displace under Effects. It should be under Distort. It's not

I can't find the Turbulent Displace effect. According to videos I've watched, it should be under Effects < Distort, but I only see Lens Distortion, Offset, Transform, and Warp Stabilizer. What's going on?

    Make sure the three icons next to the search bar are turned off.

      It's there on my system. Are you sure you are not filtering anything in the search box?
