I can't open the video on the phone

I'm exporting in Premiere pro in this way, but I can't open it on the phone, I can only send it to files, save the image definitely does not work, I searched a lot on the internet, but I could not come to a conclusion, I tried VBR, 2pass and I don't want the quality to decrease at all.

Your bitrate looks too high. Instead of a custom setting, try one of the YouTube presets. That should export a file that can be viewed on a smartphone.

Also, which phone do you have and how are you trying to access it?
