If I change the sequence settings to 720p, will premiere run it as 1080p?

Let's say i have a video 1920x1080, then i Import it into premiere.

I change the sequence settings to 1280x720.

 

When I Import videos 1920x1080, it's hard to edit, my premiere runs so slow.

When changing the sequence settings to 1280x720, will my premiere run as  i imported a 720p footage, or a 1080 one?

 

And then I'll render it as 720p too

No, the Sequence Setting do not touch nor affect your source footage. Changing the Sequence Settings will require to change the scale of the 1080 footage to fit the 720 sequence and will cause even more slowness.

 

Working with proxies is the way to go.

I tried proxies, premiere still worked slow.

 

I use OBS to record, quicksync h.265 or x264 is better for recording, then easier for edit?

Editing H.265 is challenging even on a modern up-to-date monster computer and H.264 can be challenging as well. Go for GoPro CineForm for proxies. Encoding H.264 to H.264 for proxies can work ok if you have 4K footage that you convert to 720 or 1080 but converting H.264 1080 to H.264 1080 won´t help.

 

H.265 and H.264 are compressed codecs that are demanding for the computer to edit, so if you have trouble today, try another codec when using proxies. Use GoPro CineForm, Apple ProRes, DNxHD for a smooth editing experience.
