If I Record a video that is 720p, with 1080p Resolution, then scale resolution, will it work?

I use OBS to record my screen, I use 1920x1080, to record 1280x720 videos.

If I export my video to 1280x720, will the 1280x720 video that i recorded, be the same quality, or will it drop?

but... obs videos are often variable frame rate which can cause problems that are hard to predict

you can use media info to determine if your videos are variable or constant frame rate (NOT variable bitrate)

and you can use handbrake to convert variable frame rate clips to constant frame rate

As long as your premiere sequence is not bigger thatn 1280x720 and your bitrate are around 10, you should not notice a drop in quality
