Imported AVCHD audio 10 dB too high with Premiere Pro 2018

This may be my fault but I can't figure it out and it might relate to the other AVCHD import problems people are having with PP 2018.  If I import an AVCHD clip with PP2018, the audio level ends 10 dB too high and consequently clips.  If I import the same media into PP2017 it comes in at the same level the camera recorded it.  I've tried this with two different model cameras and it behaves the same on each.  One of the cameras is capable of recording PCM audio (as well as Dobly) and a PCM clip imports at the correct level.  I can't switch to PCM generally because only one of my cameras supports it.

    exact same issue here. had both 2017 and 2018 installed ANY video/audio imported into 2018 had the audio was too high and clipping and this is any audio format but is fine in 2017. i have since reinstalled a clean copy of windows on my pc and ONLY installed premiere 2018 and still the same problem.

    sure but it is literally any video file and any audio file format.

    I'm getting the same +10 dB audio issue you describe importing AVCHD from a Canon Vixia HFR500 into Premiere Pro CC 2018 (v 12.0.0) on my Macs. Audio recorded at -12 dB (per camera levels) is around 0 dB after import into PP 2018  Shooting MP4 with same camera and -12 dB audio and importing into PP 2018, audio levels are fine (-12 dB). Tried with two different cameras (both HFR500). Didn't try with PP 2017.

    Step 2H did no good.

    Nor did 2i.

    Nor did rebooting Windows, nor trying new media from different types of cameras.  The result always the same.  Incorrect audio level importing AVCHD into PP2018 but correct levels importing into PP2017.  I suspect it has to do with PP2018 using native Windows to decompress the Dolby audio rather than Adobe code to do the same in PP2017.
