Importing 3 MPEG-4 videos, want to export 1 for 1 pixels... failing...

I have used VLC to make 3 different Mpeg-4's that will fit in a 1080 exported video if you put them all together.  I import them into Premiere CS6,  move them (no scaling at all) to my positions, and now I want to export without losing any quality...  unfortunately I can't do it.  If you look at the originals,  I can read text on the videos,  the exported file has gone down a little. 

I'm trying all kinds of presets when I export.  Bumping bitrates to the max.  Checking "Use maximum render qualtiy", etc.   No matter what I do my quality isn't as good as I put in even though I didn't do any scaling.  Just combined the 3. 

I don't care about file size (to a point).  I just want to match pixels that were in the original Mpeg-4's.   VLC says the following about my original files.

Codec: MPEG-4 Video (mp4v)

Language: English

Resolution 720x540   (I have 2 on top of each other on one side,  which makes 1080)

Frame Rate:  19.998732

Decoded Format:  Planar 4:2:0 YUV

    A framerate of 19.998 seems somewhat odd...

    That was enough to help me out.  I'm not very good at premiere and once I went into the sequence settings I found that I was on something like 1240x1080 instead of 1920x1080.  Switched to a 1920x1080 preset and now the exports are beautiful.  Now if I can get the filesize down to something practical I'm done.  Thanks!!!
