Question

Importing stereo from FCP7 creates two mono tracks

When I import stereo track pairs into Premiere from FCP7, they become two independent mono tracks. This makes further editing in Premiere awkward, as everything needs to be done twice, especially keyframe changes. All the workarounds I've tried are also awkward. Does anyone know a way to import stereo track pairs from FCP7 into a single stereo track in Premiere?

try this (before you edit your clip into a sequence - not sure if it'll work, cause I don't have any suitable clips to test it on)

select the clip in the bin and go to the clip menu: modify clip: and see if you can change the clip channel format to stereo.

Are you importing your FCP7 project from an XML?

Premiere and FCP7 have a different method of handling stereo tracks in the timeline.

That would be set in the Preferences ... as in this dialog example. Note the drop-down for different types of media audio ... such as Stereo Media ... set that to whatever you want.
