Is Integrated Intel® UHD 730 Graphics unit supported in Adobe Premiere

We are buying a new machine for a person who uses Adobe Premiere.  Her old machine no longer runs it because of the graphics card.  Can anyone tell me if Adobe Premiere will run using Integrated Intel® UHD 730 Graphics?

My take:

 

It does not meet minimum practical performance requirements of Premiere Pro. (As in it meets minimum requirements by letter but not in practice.) You see, it is too weak to do much if any GPU accelerated rendering whatsoever, and it will also seriously degrade the CPU performance because it steals too much system RAM for itself, which may leave the rest of the PC with not enough usable RAM to run Premiere Pro at all.

I have an Integrated Intel® UHD 630 Graphics Card in a three year old Dell i7 desktop computer with 32 GB of Ram.  I can edit and color correct 1920 x 1080 and 3840 x 2160 videos.  The only effects that I use are transitions.
