Is it possible to render a video in 1fps?

I'm new to this, does Premiere Pro have the option to render a video at 1fps in 720p?

I just need the audio and I only want a picture to be there all the time.

Export Frame (ctrl+shift+E) from the timeline and put that over the video.

Export timeline as is.

Yes, depending of the codec you choose.

But, it is better to stick with a standard frame rate since some media players will have problems to interpret the footage so you are potentially asking for trouble.

EDIT:

I just tried to export video and audio @1 fps and the resulting file is just a still (as expected) but the audio is missing.
