Premiere Pro is not for beginners. It has a high learning curve. Its targeted towards professionals and advanced non professionals.
You need some computer basics and knowledge on how a camera works and how those files are processed.
But if you still want to try Premiere get yourself a subscription at LinkedIn Learning.

Premiere Pro is not more difficult for beginners to learn than other editing software -- but it can do so much that it looks intimidating. You are constantly reminded by the interface that there are functions you have no idea what to do with (yet.)
Start with the basics -- import footage (drag and drop,) make a new timeline (drag and drop,) add more shots and refine. Export your results. As your needs grow ("Gee, I'd like to add a title") you learn how to do that and build your knowledge.

Import footage as in drag and drop is not the way to go............
You use the import feature or the Media Browser.

Others have given good answers. I'll add a bit more - it may be useful to you.
Premiere Pro, as others have said, is for professionals. It can be complex to learn but it depends on where you are coming from (prior knowledge and experience). If you haven't had any video editing or animation experience before (like working on a timeline), then it will take you longer to pick up the basics. If you have prior relevant expeience, it can be easier and quicker to learn.
Premiere Elements is a more entry level video editing tool and so has a lower learning curve than Premire Pro.
Premiere Rush is also a tool that has a low level entry level, even more so than Elements and can be quick and easy to learn. You can import Rush projects into Premiere Pro.
My advice is to consider what you want to be able to achieve in the video editing/production space, have a look at various options like the tools above and see what is a good fit. Even if you start with an enry level tool, that will serve you well if you go to Premiere Pro at a later point.
