Is there a way to add middle-mouse functionality?

Maybe there is an application that can do this for me. In other applications I have used, the middle mouse button (scroll wheel) can be used like a hand tool to drag around timelines and function panels, or hold+mouse up/down to zoom. I'm surprised Premiere doesn't have this by default so maybe there's an app that can make the middle button become the Alt key while Premiere is open, or a macro to enable/disable the hand tool. Anyone know about this?

i haven't messed too much with the all new custom premiere shortcut editor. if it can't do that, you can use autohotkey which is free and can do anything macro wise.
